The Morelos Integral Project (PIM) is an energy project developed by the Federal Electricity Commission (CFE) and built by foreign companies through national and international capital. The project consists of a thermoelectric power plant in the community of Huexca, the Morelos Gas Pipeline (160 km long), which crosses the states of Tlaxcala, Puebla and Morelos, the Morelos Aqueduct (12 km long), which carries wastewater from the Cuautla treatment plant to the plant's cooling system, and a network that supplies electricity to the CFE's national interconnected system.

It was planned in 2010 during the government of Calderón. It was built during the government of Peña Nieto and it it was concluded and began its operations in 2021 in the government of López Obrador.

The main reasons to oppose and resist the PIM have been: the decrease in water for many farmers of the municipality of Ayala as a result of the diversion of wastewater to the thermoelectric plant; the dangers of a gas pipeline that passes through areas of minor and moderate risk of the active Popocatépetl volcano, and the polluting consequences that the thermoelectric plant will have on the inhabitants of Huexca, as it is located a few meters from the town and the school. The project also open the doors to a further industrialization process of the region.
